Blync for Windows Universal

I created a Portable Library that will allow you to use the Blynclight with a Windows Store or Windows Phone application.  I tested it out with Windows 10 on my Raspberry Pi and a Windows 10 laptop.

I'm going to work on porting it to NPM using the UWP (Universal Windows Platform) so that you can call it using Node.js on an low-power IoT device (Raspberry Pi 2, MinnowBoard Max, etc.)
